- 1 TBSP water
- 2 cups salted peanuts

Instructions
- Prep: Line an 8×8 inch baking dish with parchment paper, leaving the edges hanging off the sides to easily lift out the fudge later. Set the dish aside.
- Cook Chocolate Layer: In a small saucepan over medium-low heat, combine the butter, cocoa powder, brown sugar, and milk. Stir frequently and bring the mixture to a gentle boil. Once boiling, remove from heat and quickly stir in the powdered sugar and vanilla extract until smooth and fully incorporated.
- Pour Chocolate Layer: Pour the chocolate fudge mixture into the prepared baking dish and spread evenly to form the base layer.
- Melt Caramel: In a microwave-safe bowl, combine the caramels and water. Microwave in 15-second intervals, stirring between each until the caramels are completely melted—a total of about 90 seconds or more may be needed.
- Combine Peanuts: Stir the salted peanuts into the melted caramel mixture until well coated.
- Assemble Caramel Layer: Pour the caramel-peanut mixture over the chocolate fudge layer in the baking dish and spread evenly.
- Melt Chocolate Topping: In another microwave-safe bowl, microwave the semi sweet chocolate chips in 15-second bursts, stirring between each until smooth and melted, about 30-50 seconds total.
- Top Fudge: Pour the melted chocolate chips over the caramel layer and spread smoothly to cover the surface.
- Chill: Refrigerate the assembled fudge for at least 1 hour, or overnight for best results. If refrigerated overnight, allow the fudge to come to room temperature before cutting.
